Step-by-Step Process for Importing Goods into Liberia

Phase 1: Legal Setup

You cannot import professionally without being registered. You must have a valid Business Registration from the Liberia Business Registry (LBR) and a Tax Identification Number (TIN) from the LRA.

Phase 2: Product Sourcing & IPD

Once you source your goods, you must apply for an Import Permit Declaration (IPD) from the Ministry of Commerce and Industry. This document authorizes you to import specific quantities of goods and is required for customs release.

Phase 3: Shipping & Manifesting

Contract a reputable shipping line to move your cargo to the Freeport of Monrovia. Ensure your supplier sends you the original Bill of Lading, Commercial Invoice, and Packing List as soon as the vessel departs.

Phase 4: Customs Clearance

When the cargo arrives, your clearing agent (like Lealie) will file the declaration, pay the required duties at the bank, and secure a release note. This phase is where most delays occur if documents are missing or values are disputed.

Phase 5: Final Delivery
